Joint Statement Between the U.S. Department of Homeland Security and the Ministry of Interior of the State of Qatar to Secure World Cup Qatar 2022

The memo I reviewed is a Joint Statement between the US DHS and the Qatar Minister of the Interior , regarding security measures for the 2022 Qatar World Cup. In general, the memo's aim is to announce the partnership between the DHS and Qatar to ensure safety at the World Cup, and to define the specific measures being taken for this purpose.

  • Clear: Yes--the memo leads with the announcement of the partnership up front.
     
  • Cohesive: Yes--the memo does this by first announcing the partnership of its purpose, and then by listing the steps being taken with paragraphs starting with "First, Second, Third," etc.
  • Concise: Somewhat--probably as much as it can be for its purposes. Sometimes the memo provides necessary detail to explain exactly what steps will be taken in this partnership
     
  • Credible: Yes--coming straight for the DHS adds to its credibility. In many ways, the whole purpose of this memo is to add credibility to Qatar's security measures for the World Cup. Qatar's ability to organize and host the tournament in a safe manner is a large unknown, and the partnership with DHS adds significant credibility.
     
  • Compelling/Concrete: No--apart from the first effort described in the partnership, many of the efforts lack specifics. For example, in the third effort: "The JSOI (Joint Statement of Intent on Cybersecurity Cooperation) will strengthen DHS’s and NCSA’s cooperation on cybersecurity policy and strategy, information sharing, advisory services, and human capital development." It does not include any specifics of what is included in the JSOI and how this "strengthening" will happen.
    • Of course, being more concrete here would then sacrifice concision, so there seems to be a tradeoff.
