Owen Barder, Senior Fellow and Director for Europe at the “Center for Global Development” and Alex Evans, Senior Fellow, “New York University's Center on International Cooperation,” submitted this memo to the UK International Development select committee regarding the changing nature of development. They argue that while spending is needed, development will increasingly be about non-aid policies and the need for DFID to have Cabinet and departmental status to be effective.
