Owen Barder, *Senior Fellow and Director for Europe at the “Center for Global Development”* and Alex Evans, S*enior Fellow, “New York University's Center on International Cooperation*,” submitted this memo to the UK International Development select committee regarding the changing nature of development. They argue that while spending is needed, development will increasingly be about non-aid policies and the need for DFID to have Cabinet and departmental status to be effective.
